Background of the project:
In the "10th Five-year Plan" of CAS over the informatization development, the deputy president of CAS Jiang Mianheng, at the working group leaders' meeting of this year, pointed out that: the Management Information System (MIS) of CAS will be constructed by referring to Enterprise Resource Planning (ERP) concept and guidelines, looking at the issue from ARP perspective, reinforcing the top-level design, clarifying the overall requirements and try to work out an ARP system catering to the needs of CAS. The participants of this meeting decided to change the original project name of "2nd phase of MIS and e-government system" into "the ARP project", which has been listed into the "10th Five-year Plan” of informatization development by CAS as an important item in order to totally upgrade the informatization level of science and technology management.
The ARP project is put forward by referring to the ERP system which has always been prevailing from 1990s in developed countries. The ERP system stresses the combination of technology and management, that is, realizing the new management ideas through the use of advanced technology means. At present, the ERP system has become a powerful tool which can improve management and effectiveness for many world-class companies and government organizations.
It is worthy to note that the ARP project, which is accordant with the development strategy of CAS to realize the innovation of management means, is constructed based on a deep understanding for the location and characteristics of CAS, as well as the essence of ERP instead of a simple or mechanical application of ERP.
Customer requirements:
The implementation of ARP project is necessary for CAS to improve innovation ability, innovation efficiency and management level. The general requirement of CAS on ARP project is:
As the resource planning project of CAS, ARP must reflect the features of modern informatization and knowledge-orientation as well as the characteristics of globalization and market-orientation, demonstrating the latest achievements of modern system science and management science. The ARP project should be built into an indispensable info resource platform of knowledge innovation project.
The implementation of ARP project will naturally result in the reform of management methods. In modern information society, management means scientific decision-making; furthermore, this kind decision-making is layered and distributed. The projects like ARP must be applied in order to support decision-making process and promote the cooperation inside the management department.
The ARP project must be adaptable to the features of information era and the requirements of modern management, utilizing the latest concepts of operational research, statistics, control science and system science, realizing real-time management and control for every management segment.
The deployment of ARP project aims to comprehensively improve the scientific management level of CAS and further promote innovation efficiency, putting the precious resources like human resource, expense resource, information resource and so on under the much more effective and reasonable utilization.
Meanwhile, the following technical requirements should be satisfied:
- Stability:
Since the ARP project involves all the administration departments, research institutes and subsidiary bodies of CAS, it must have sufficient stability to guarantee the long-term and stable operations of equipment environment and application systems.
- Security:
Since the core database will reflect the important information regarding the basic running conditions of CAS, and at the same time, a great deal of internal information is transmitted in the network among institutes, ARP must have good security to guarantee the long-term and secure operations of equipment environment and application systems.
- Ease-of-use and flexibility:
Since the ARP project is going to serve the administrator and scientific research personnel of CAS, it is expected to have a visualized, user-friendly and easy-to-operate interface and instructions, being able to be adjusted or expanded in accord with the changes of the management scope and process of CAS, that is, it must have good flexibility in the aspect of sustainable development.
- Adaptability:
Since the ARP project is going to meet the different management requirements of Academy and Institute, and serve the research, education and support organizations of CAS with different locations, core businesses and management methods, it should have good adaptability so as to be well promoted in Academy units and all their subsidiary institutions; also, it should satisfy the development requirements in the aspect of management innovation of CAS.
- The sole feature of resource:
Since the ARP project is going to deal with a lot of data info resources generated from the activities of technical innovation and management of CAS, it must guarantee the consistency and integrity of data resource on the basis of making overall planning for all kinds of info resources, and at the same time, provide interface for the input of original data.
- Scalability:
Since the ARP project will be continuously improved and developed in the management practices of CAS, in addition, the new technologies and methods are offered with the fast development of modern info technology, the hardware and software of ARP application system could be upgraded or expanded, meanwhile, for ARP, it must support open standard interface and have good scalability.
Solutions:
The ARP project is huge and complex which involves all of the research institutes of CAS. The deployment methods can be divided into three categories in terms of server quantities: Category A (with 4 servers), Category B (with 3 servers) and Category C (with 2 servers) as the following table; and from the perspective of application, there are two major applications: ERP application and e-government.

As illustrated in Fig. 1, each of the four hosts is equipped with application or database. Consequently, the databases with two types of application can be protected by Red Flag HA products. Once there is a system failure, the database service on the failure server will be automatically switched to another database server so as to guarantee the secure operation of the whole system.

As illustrated in Fig. 2, e-government application server and e-government database server are deployed together in consideration of expenses and system pressure. The Red Flag HA products are used to protect the databases with two types of application; and meanwhile, the database must be protected as well as the high availability of e-government application when there is a failure on the server of e-government application and e-government database.
