According to the spirits and requirements of the two files released by the general office of the Ministry of Education, that is, <<the notice to issue <technology program of terminal receiving-station of modern long-distance education project in rural primary and secondary schools (Amendment)> (Education Office (2006) No. 3)>> and <<implementation program of modern long-distance education project in rural primary and secondary schools in 2006>>. Terminal receiving-station is the infrastructure to receive and play the programs of modern long-distance education in rural primary and secondary schools; moreover, it has three technical models including a certain number of teaching CDs and players, satellite teaching points, and computer classrooms.
Terminal receiving-stations are used, by the rural primary and secondary schools, to form the informatization environment of education, continuously acquire the excellent teaching resources, uninterruptedly enhance the trainings for teachers, and promote the accomplishment of the goal to popularize compulsory education in rural areas. At the same time, these stations are also used to integrate all kinds of resources facing the "Agriculture,Rural areas, and Peasantry", play these schools' roles as local cultural centers and information transmission centers in rural areas, serve rural vocational and technical education, adult education, rural economic and social development, as well as provide rural party members with the service of modern long-distance education.
China Education Broadband Satellite Transmission Network (CEBsat) sends TV programs of education, IP data broadcast programs, and IP-streaming media programs for rural primary and secondary schools. The terminal receiving-station of satellite teaching point and computer classroom should satisfy the receiving requirements of the three types programs mentioned above. Such methods as telephone dial-up, ISDN, ADSL, fiber-optic connection and so on, could be used to access the Internet by the terminal receiving-stations located in the areas where have good communication conditions.
Customer requirements:
According to the relevant national standards as well as the technical regulations and service items of CEBsat, advanced and mature technologies and products should be used; meanwhile, the technical solutions for terminal receiving-stations in rural primary and secondary schools must be well planned and designed in order to make the terminal receiving-stations become the long-distance education centers whose features are open, economical and multi-functional.
The following requirements should be satisfied:
- Stability
The mature and industrialized products as well as the integrated programs should be chosen. In addition, the equipment must have good adaptation to external conditions like current supply, communication and climate.
- Practicability
We need to fully consider the factors such as economy, maintenance and management, combine the advanced nature with practicability of technology, and avoid the one-sided pursuit of high-performance or multi-function so as to meet the basic needs of rural primary and secondary schools for modern long-distance education.
- Ease-of-use
The user-friendly products and software should be chosen first in order that they can be used easily.
- Openness
Since the special channels broadcast programs without expense or encryption, it is needless to equip the receiving system with conditional access module (CA). The equipments to be used should meet relevant policies and regulations of our country, act in accord with international standards, national standards and industry norms, as well as pass the certifications of relevant departments so that these equipments and resources coming from different manufacturers could be connected in one platform. Not only the teaching activities of rural primary and second schools are served by terminal receiving-stations, but also the education activities of rural party members.
- Scalability
The system should be scalable considering the rapid development of technology and rising demand in the future, as well as the factors that there existing differences and imbalance in the development process of education, economy and society throughout the country.

For computer classrooms
Through the use of computers and software, computer classrooms can be used to achieve many teaching functions, including broadcasting teaching, voice intercom, demonstration by student, video broadcasting, Internet teaching and so on.
For multi-media classrooms
Through the use of multi-media equipments and software, multi-media classrooms can be used to achieve many teaching functions, such as playing video, watching demonstration and so on.
For satellite receiving system
Satellite receiving system could receive television signals and data.
Solutions and deployment:
In this program, an equipment group, such as a computer classroom or a multi-media classroom, is regarded as a receiving node; in addition, its receiving system is relatively concentrated and easy to manage. At the same time, the use of diskless machines in computer classrooms is conducive to the cost savings and security of the entire system.
In this program, each computer classroom consists of one server, one computer used by teacher, and a certain number of computers used by students.
